Job Description:

Under the overall guidance of the Country Programme Director and direct supervision of Programme Specialist, the Programme Officer ensures effective delivery of the CO programme by managing implementing partners under this programme including government, CSOs and UN partners, entering and managing data and supporting programme implementation consistent with UNWOMEN rules and regulations.

The Programme Officer will also supervise support staff of the Programme Unit. The Programme Officer works in close collaboration with the operations, programme and projects’ staff in the CO and UNWOMEN HQs as required for resolving complex finance-related issues and exchange of information.

Summary of Key Functions:

q Support to formulation of programme strategies and implementation of the Country Programme Action Plan

q Support to management of the CO programme

q Administrative support to the Programme Unit

q Support to resource mobilization

q Facilitation of knowledge building and knowledge sharing

  1. Supports formulation of programme strategies and implementationof the Country Programme Action Plan focusing on achievement of thefollowing results:

q Presentation of background information for formulation of country programme, draft project documents, work plans, budgets, proposals on implementation arrangements.

q Support in management of programme activities and ensure effective implementation of gender equality programmes.

q Liaise with the Ministry of Human Rights and relevant government authorities at provincial level

q Undertake advocacy on implementation and ensure effective management and delivery of Gender Equality Programmes.

q Ensure involvement of civil society in implementation, monitoring and reporting process.

q Support the team in developing program and strategy for implementation including developing strategic linkages and partnerships, and coordinating interventions at the national level.

q Support the government and UN in integrating GE in humanitarian response.

q Arrange for and manage workshops and other events related to communication support for the Gender Equality programmes

q Support MOWD in advocacy efforts with parliamentarians and establishing and maintaining linkages with CSOs, academia, media and other active agents on GE.

  1. Provides effective support to management of the COprogramme focusing on the achievement of the following results:

q UNWOMEN participation in UN Reform

q Support CPD in UNWOMEN corporate processes, fundraising and networking

3. Provides administrative support to the Programme Unit focusing on achievement of the following results:

q Assist in the overall implementation of the programme including technical and administrative mattersincludingpresentation of thoroughly researched information for formulation of country programme, preparation of project documents’ drafts, work plans, budgets, proposals on implementation arrangements.Follow up on performance indicators/ success criteria, targets and milestones, preparation of reports. Analysis of the situation in programme, identification of operational and financial problems, development of solutions.

q Documentation of programme activities and management of office records, timely submission of draft donor report

q Comment on project documents as requested by Ministries/departments and international agencies.

4 . Supports resource mobilization focusing on achievement of the following results:

q Analysis of information on donors, preparation of donor’s profile.

q Track and reporting on mobilized resources. Review of contributions agreements.

q Catalyze partnerships and enable networking amongst stakeholders on gender issues in Pakistan to promote knowledge networking and sharing of information to ensure efficient resource utilization

5. Ensures facilitation of knowledge building and knowledge sharing in the CO focusing on achievement of the following results:

q Organization of trainings for the operations/ projects staff on programme.

q Synthesis of lessons learnt and best practices in programme.

q Sound contributions to knowledge networks and communities of practice.

 
Skills Required
Education
Masters Degree in social sciences

Experience
3 years of experience in Social Sector focusing on promotion of women's human rights, gender equality and women,peace and security. Experience of working on womens issues at grassroots level. Experience in working in public sector. Knowledge of CEDAW, SCR 1325, 1820 and other related international Conventions & instruments. Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.
