Job Description

Background/Purpose:

The Benazir Income Support Program (BISP) is the Government of Pakistan's flagship social protection platform and one of the most significant domestic financing partners of the United Nations in Pakistan. Under a landmark partnership, BISP is financing the project “Scaling up nutrition stabilization centers and breastfeeding promotion to combat stunting in Pakistan” under its Health and Nutrition Conditional Cash Transfer Program, the Benazir Nashonuma Program (BNP), implemented from July 2026 to June 2029.

The partnership is part of a broader, evolving collaboration between BISP and United Nations agencies. WHO, UNICEF, and WFP each implement complementary components of BISP’s health and nutrition agenda, and the continuity of this collaboration, including the transition to the Benazir Nashonuma Program 3.0 (BNP 3.0), the program’s next phase, represents a new model of government-financed, UN-implemented programming in Pakistan. Ensuring that BISP’s investment, leadership, and results are visible, recognized, and celebrated, nationally and globally, is both a contractual and strategic priority.

The incumbent will be embedded within the Project Management Unit (PMU), which serves the BISP partnership across all three agencies, and will be dedicated to the visibility of BISP: its investment, its leadership, and the results and human impact of the programs it finances.

The function will ensure that BISP and the BNP receive high-quality, consistent visibility; that the achievements of BISP-financed programs are documented, showcased, and given prominence; and that the continuity and evolution of the BISP/BNP partnership, including BNP 3.0, is positioned prominently on national, regional, and global platforms. The incumbent will coordinate with WHO, UNICEF, and WFP to ensure joint visibility of the BISP/BNP program.

The incumbent will work under the direct supervision of the Head of the Project Management Unit (PMU) for the BISP-WHO project, and the functional-level supervision of the Unit Head, Program Management, External Relations, and Program Performance (PEP). 

Tasks to be performed: 

All tasks are oriented toward a single objective: strengthening BISP’s visibility and recognition as a donor and showcasing the achievements of BISP/BNP-financed programs. Under the direct supervision of the BISP PMU, the incumbent will carry out the following tasks:

1. Facilitate the unit with development of BISP/BNP donor visibility guidelines, work plan and implementation plan, for endorsement by BISP leadership, and implement it as agreed with the PMU.
2. Assist the supervisor to coordinate with WHO, UNICEF, and WFP to ensure joint visibility of the BISP/BNP program, supporting consistent messaging, shared branding standards, and complementary coverage across the three agencies.
3. Facilitate the unit with development of high-quality visibility products, including factsheets, results briefs, infographics, and human-interest stories, working with the BISP multimedia team for photo and video content, and producing social media assets showcasing BNP activities financed by BISP and their impact, with BISP's contribution and leadership prominently attributed in every product. Review and validate IEC materials to ensure consistency with BISP standards and messaging.
4. Maintain an up-to-date record of the results achieved under BNP with BISP financing (e.g., beneficiaries reached, children treated, operational centers) and package these results so BISP's contribution is clearly evidenced and can be readily cited by BISP leadership in national and global settings.
5. Conduct quantitative and qualitative data analysis to generate evidence-based insights and operational recommendations.
6. To assist PMU in designing and implementing Monitoring & Evaluation (M&E) frameworks, monitoring plans, indicators, and reporting tools for programme activities and provide technical and logistical support to the unit in planning and organizing field visits for BISP leadership, government officials, parliamentarians, media, and other stakeholders to BNP project sites, in coordination with the PMU, provincial teams, and security protocols, and liaise with WHO, UNICEF, and WFP for joint or bilateral visits and ceremonial openings.
7. Support programme monitoring, implementation tracking, and performance assessment against defined KPIs and organizational targets.
8. Showcase the continuity and evolution of the BISP/BNP partnership, including the transition to the Benazir Nashonuma Program 3.0 (BNP 3.0), through dedicated visibility products, milestone events, and narrative development that positions BISP as a pioneering model of domestic financing for health and nutrition.
9. Strengthen BISP's global recognition: prepare submissions, presentations, case studies, and award and recognition nominations for international conferences, global events, UN publications, and global health and social protection fora, and support the positioning of the BISP/BNP model for South-South learning and exchange.
10. Produce analytical briefs, situation updates and evidence-based reports to support management and donor reporting requirements.
11. Assist in producing an annual flagship BISP/BNP impact showcase (report and accompanying event materials) consolidating the year's achievements across the three agencies for BISP leadership, parliament, and partners.
12. Ensure donor acknowledgment and branding compliance across all BNP project communications, publications, events, and site-level materials of the three agencies, including innovative site-level visibility at BNP nutrition stabilization centers (e.g., branded impact walls and QR-linked beneficiary stories).
13. Support PMU with high-visibility BNP events, including launches, review meetings, anniversaries, and joint BISP-UN milestones, ensuring BISP's role and investment are prominently recognized in event visibility, media engagement, and documentation.
14. Support media engagement and monitoring with national and international outlets, under the guidance of the PMU lead, centered on BISP's investment, leadership, and results, to secure accurate, positive coverage of the BNP programs financed by BISP, and prepare press releases, talking points, and media kits as required.
15. Document results, best practices, and lessons learned from BNP activities, with achievements clearly attributed to BISP financing, in formats suitable for donor reporting, advocacy, and replication.
16. Maintain a repository of visibility assets (photos, videos, stories, products) with appropriate consent and data protection safeguards, in line with BISP rules.
17. Track and report on visibility activities and reach, providing regular updates to the PMU Head and BISP counterparts.
18. Facilitate trainings of BNP staff on programme implementation activities.
19. Perform any other related duties as assigned by the PMU lead.

Recruitment Profile

Education:

• Essential: University degree in communications, journalism, media studies, public relations, public health, international relations, development studies, or a related field.
• Desirable: Advanced university degree (Master's) in any of the above fields; training in graphic design, data visualization, multimedia production, or digital communications.

Experience:

• Essential: At least 5 years experience in donor visibility, strategic liaison, partnership communications, coordination, public relations, or advocacy, including the production of visibility products and organization of high-level events or field visits.
• Desirable: Experience with the UN system or development organizations; experience in donor visibility for government or institutional donors; familiarity with social protection or health and nutrition programming; CMAM; experience coordinating visibility across multiple agencies; experience with data storytelling or impact reporting.

• Proficiency in MS Office and common design and multimedia tools.
• Strong interpersonal and diplomatic skills for engaging government counterparts and senior stakeholders.

Language:

Excellent knowledge of English and Urdu.

• Appointment of selected candidate will be on Local Individual Contractor Agreement (LICA) issued by the United Nations Office for Project Services (UNOPS) for a period up to 1 year which is further extendable based on multiple factors including job performance, programme need, and funding availability. LICA is a non-staff contract whereby the signatory has the status of a contractor and not considered in any respect as being a staff member of either the World Health Organization (WHO) or UNOPS. As such, there will be no employer-employee relationship between the signatory and the contracting Organization.
