 Purpose of the Position

The Division Support Polio Officer (DSPO) provides technical, operational, and coordination support to the Divisional Polio Officer (DPO) in the implementation of polio eradication and immunization activities at sub-divisional and district levels. The incumbent supports field supervision, monitoring, coordination with district teams, and implementation of the National Emergency Action Plan (NEAP) for Polio Eradication. The role contributes to Supplemental Immunization Activities (SIAs), AFP and VPD surveillance, PEI/EPI synergy, and other integrated public health activities in assigned areas.

Organizational Context:

Under the direct supervision of the Divisional Polio Officer, with technical guidance from the Provincial PEI Team Lead, the Sub-Division Polio Officer will support implementation and monitoring of polio eradication and immunization activities within assigned districts/sub-divisions. The incumbent will work closely with District Health Authorities, District Polio Officers, partner agencies (UNICEF, NSTOP, CDC, BMGF, etc.), and field teams to ensure effective coordination, supervision, and timely implementation of programme activities.

Objectives and Key Deliverables:

Objective 1: Supplemental Immunization Activities (SIAs)

· Support implementation, monitoring, and supervision of SIAs in assigned districts/sub-

   divisions in line with NEAP requirements.

· Assist district teams in development and validation of quality micro plans, particularly

   for high-risk and mobile populations.

· Support training and orientation of vaccination teams, Area In-charges (AICs), and

   Union Council Medical Officers (UCMOs).

· Participate in in-campaign and post-campaign monitoring activities (ICM, LQAS, PCM,

   Data Quality Audits) and support implementation of corrective actions.

· Monitor field activities and provide regular feedback to the Divisional Polio Officer.

 ·Support timely implementation of DDM-related activities and monitoring of frontline

    worker payments.

Objective 2: AFP and VPD Surveillance

·  Support maintenance of sensitive AFP surveillance systems in assigned areas.

·  Assist in monitoring timely case detection, investigation, stool specimen collection,

    transportation, and reporting.

·  Conduct supportive supervision visits to health facilities and active surveillance sites.

·  Support environmental surveillance activities and follow-up of identified gaps.

·  Assist in analysis of surveillance data and implementation of corrective measures.

 ·  Facilitate orientation and mentoring of surveillance focal persons and district teams.

Objective 3: PEI–EPI Synergy and Integration

·  Support coordination between PEI and EPI programmes to strengthen routine

   immunization activities.

· Assist district teams in identification and referral of zero-dose and under-immunized

   children.

· Participate in divisional and district review meetings and support follow-up of agreed

   action points.

 · Support implementation of integrated campaigns and public health initiatives through

   PEI infrastructure.

Objective 4: Other Public Health Areas

·  Support integrated surveillance activities for vaccine-preventable diseases.

·  Assist in outbreak preparedness and response activities, including support for ILI, SARI,

   COVID-19, and other public health emergencies.

 · Contribute to strengthening overall health system support activities through PEI

   infrastructure.

Objective 5: Supervision, Coordination, and Management

·  Support the Divisional Polio Officer in coordination with district authorities and partner

   organizations.

· Conduct regular field monitoring visits and share timely reports with actionable

    recommendations.

·  Assist in compilation, analysis, and presentation of programme performance data.

· Promote compliance with WHO policies, including zero tolerance for fraud, harassment,

   and data manipulation.

 · Contribute to team collaboration, capacity-building, and implementation of

     programme priorities.

Education:

·         Degree in medicine (MBBS or MD), Registered with Pakistan Medical Council (PMC)

 ·         Master’s degree in public health major in Epidemiology & Biostatistics is required

 Experience:

·  Minimum 2 years of professional experience in public health, immunization,

    surveillance, or health emergency programmes.

·  Experience in polio eradication or immunization activities at district or field level is

    desirable.

·  Experience in coordination with government counterparts and partners will be an

    asset.
