1. Purpose of the Consultancy
The main objective of this assignment is to implement and complete UN-Water Global Analysis and Assessment of Sanitation and Drinking-Water (GLAAS) 2024/2025 country survey in close collaboration with WHO Pakistan Office
2. Background and Rationale
The World Health Organization is launching of the UN-Water Global Analysis and Assessment of Sanitation and Drinking-Water (GLAAS) 2024/2025 country survey. The GLAAS 2025 report to be published in the third quarter of 2025 will cover WASH systems elements, such as governance, monitoring, finance and human resources, including areas contributing to the Sustainable Development Goal (SDG) agenda. In particular, exposure to unsafe water and sanitation and lack of hygiene has been highlighted as a key risk factor (SDG indicator 3.9.2), and there are strong links between SDG 3 and SDG 6. Additionally, GLAAS is the official UN vehicle for reporting on SDG targets 6a and 6b. WHO is the secretariat for GLAAS and the co-custodian agency for reporting on targets 6a and 6b. Therefore, countries participating in the GLAAS 2024 cycle will also be contributing to SDG monitoring.
The GLAAS survey has been updated and streamlined from the previous cycle based on feedback received. Major updates include strengthening questions on human resources and about monitoring climate resilience and WASH. Pakistan has participated in the previous GLAAS country survey cycles and confirmed its participation in the survey for the coming cycle 2024/2025. Therefore, a national consultancy firm will be recruited for the completion of the GLAAS survey in coordination with WHO Country Office. Throughout the entire process, WHO/ROs and the GLAAS team at WHO/HQ will provide technical support for the data collection and compilation as required.
3. Work to be performed
Output 1: Data Compilation
Tasks:
Task 1.1: Prepare list of stakeholders with corresponding data information set
Task 1.2: Complete the GLAAS questionnaire by undertaking data collection and data validation through meetings and coordination with key stakeholders, and review of existing documents
Deliverables:
Deliverable 1.1: The list of stakeholders with corresponding data information
Deliverable 1.2: The completed GLAAS questionnaire for WHO-CEHA verifications and feedback provisions by October 15, 2024.
Output 2: Data Validation and Report finalization
Tasks:
Task 2.1: Organize and convene the national consensus meeting for the stakeholders to present the completed GLASS questionnaire and lessons learned and obtain stakeholder feedback.
Task 2.2: Finalize GLAAS questionnaire based on feedback from the stakeholder meeting.
Task 2.3: Arrange official endorsement of the completed GLAAS questionnaire by the responsible government authorities.
Task 2.4: Arrange official completion of data collection process form and country feedback form by October 10, 2024
Deliverables:
Deliverable 2.1: Report on the proceedings of the national stakeholders meeting
Deliverable 2.2: Finalized and officially endorsed GLAAS questionnaire submitted to WHO CEHA by October 30, 2024.
Deliverable 2.3: Officially completed country consent form and country feedback form by October 10, 2024.

5. Technical Supervision
The selected Consultant will work under the supervision of Responsible Officer/s:
- Technical Officer (Reproductive Health)
- National Professional Officer (Nutrition)
6. Specific requirements
Qualification requirements: University or Master’s degree in sanitary engineering, Water, Sanitation (WASH) , development or related field
Experience required:
Experience on WASH sector and previous GLAAS survey in Pakistan context
Skills / Technical skills and knowledge:
- Strong communication, interpersonal and organizational skills.
- Computer skills: Good knowledge of the Microsoft Office including Word and Excel.
Language:
English and Urdu proficiency

8. Medical clearance
The selected Consultant will be expected to provide a medical certificate of fitness for work.
